The primary reason for the update was to move the game away from the OGL and under the Creative Commons (CC-BY-SA) license to ensure it remains open and free forever, independent of corporate licensing shifts. Most of the mechanical changes between 3rd and 4th are minor refinements rather than a total overhaul.
